Small city parks act as an urban amenity and instrument of social advancement, particularly in crowded recreation-starved low-income areas. Occupying only minimal space, they both provide centers of interest and activity in the urban landscape; small parks, squares that are located to 'ventilate' densely developed areas. It offers places to rest, to talk in comfort, and provides a focal point for upgrading and maintaining the quality of the surrounding area.

The presence of a small common outdoor area can help give the residents a feeling of neighborliness and -pride, particularly if they take some degree of responsibility for determining the design and the program. If a community organizes to develop a park, and if it has a continuing interest in planning the activities for the park, there will be opportunities for the growth of leadership, and for the group interactions that lead to social adjustment.
